We never say いそがしいまちです。You have to say にぎやかなまちです。Why? Because in Japanese, いそがしい is only used when you describe human activities. Instead of using いそがしいまち you can say にぎやかなまち, にぎわっているまち (lively) or ひとが多い (crowded)まち。
